Objects "based on" without intersecting terrain

I have a problem distributing this teapots into the terrain, some of them are "inside" the terrain, how could i set so all are based on the terrain?

Pretty basic question i guess, but cant get the solution...

Detach form terrain faces which have to be used for plants disrtibution and use it for Multiscatter.
Now you have complicate mesh with vertical faces and some backside faces and all of this faces used for distributing.
