Probabilty map

Hi,
Does probability map "see" gradients or only black/white - on/off?
I am making a grass field, and I use noise map to distribute bushes. I have several models of bushes and flowers, and while I want plenty of flowers where noise map puts them, I only want few bushes, so I put black and pure white for flowers, but also black and dark gray for bushes, but it seams the value doesn't affect the number of bushes I get. Where the map is black I get none, but where it's anything other than black - dark grey, grey, or white, I get pretty much the same number of bushes. Should this map act as the probability value? Higher the value - more bushes - lighter or darker the colour more or less the bushes put.
