Need Help. Min and Max Speed

When I first setup the road and my max units are in feet and inches, the minimum speed is set at 0 feet and 0 inches and the maximum speed is set at 1 foot 11.6 inches. I was wondering what these units correspond to, I can't seem to figure it out. I would like to just be able to set the maximum speed to 60mph, or 40mph, or whatever I want but I can't seem to be able to figure out what the units mean.
